The search for an optimal governance model is a primary concern in political thought. However, a serious theoretical gap exists in the sphere of Islamic governance, as the existing literature has often neglected the existential and spiritual dimensions of the ruler, overlooking the potential of mystical texts such as the Sha'baniyyah Supplication, since this supplication, as an educational and epistemological text, can provide a novel framework for re-conceptualizing the model of Islamic governance. This research, aiming to fill this gap, sought to extract and elucidate the key components of the optimal ruler's model from within the text of the Sha'baniyyah Supplication. The present research was conducted with a qualitative, descriptive-analytical approach and a library-based method. The content of the supplication was analyzed to identify and categorize fundamental concepts. The findings revealed a four-part model for rulers of the Islamic standard: 1) intellectual humility, 2) organizational piety and structural integrity, 3) active trust (tawakkul) and a dynamic balance between fear (khawf) and hope (raja), and 4) fundamental hopefulness and an afterlife-oriented horizon. This research indicates that Islamic governance is rooted in the inner transformation of the ruler, shifting the focus from structural processes to the ruler's personality. The implications of this research include providing a practical framework for the selection and training of managers and offering a profound, indigenous perspective for future studies in governance, whereby future studies can expand the research path by analyzing other mystical texts and empirically testing this model.
