Establishing a religion-based, civilization-building government is among the fundamental concerns of contemporary Muslim societies. In this regard, the Holy Qur’an—by presenting concrete models of divine governance—can offer both theoretical and practical guidance for realizing this aspiration. Sūrat Yūsuf is one of the most prominent examples which, in the form of a historical narrative, delineates a coherent pattern of religious governance and forges a linkage between faith, rationality, and social administration. This study employs a descriptive–analytical method with a focus on the key verses of this sūrah. The findings indicate that Sūrat Yūsuf presents an integrated portrayal of civilizational religious governance grounded in (1) economic justice in the management and distribution of resources, (2) crisis management through foresight and administrative organization, and (3) ethical leadership based on forgiveness, honesty, and fidelity to revelation. The interaction of these components reflects a form of effective wilāyah (authoritative guardianship/leadership) that goes beyond merely ethical recommendations and possesses institution-building potential. A limitation of the present study is that its framework is based on Sūrat Yūsuf; therefore, extending it to a general Qur’anic model requires inter-sūrah validation and comparative development in future research. This framework can provide a basis for theorizing in religious governance and for cultural policymaking within the framework of the New Islamic Civilization.
